Yes, you can simulate a false data injection attack. See https://www.tetcos.com/pdf/v13.3/False-Data-Injection-Attack_NetSim-v13.3.pdf for an example. It covers both payload modification and header modification. Also, my understanding is that attack simulating an attack is different from emulating an attack. In simulation everything is virtual but in emulation, you interact with real devices. In NetSim both simulation and emulation are possible.
