Should you interpret main effects when the interaction effect is significant?

For more information: When I look at the plots, there are also differences indicating that "high income" has the highest score on my DV when there is low-income variability, but the lowest score on my DV with high-income variability (relative to two other income groups). Should I even interpret the main effect that high income was associated with a higher score on the DV?
