AS per title to control the crowd we can use iron balls as these iron balls will work like slippery surface to control the crowd.
These iron balls can be recollect by an electro magnet device and can be used multiple times.
Description :As per sketch the device to throw the iron balls and recollect them will be mounted on a vehicle.
The balls can be fired or throw using an air pressure system.
How it will work:
When iron balls will be fired using an air pressure system on the road then it will work to control the crowd as the people in the crowd will get slipped due to these iron balls as these iron balls will work as a rolling surface between foot and the road.
In this way this idea will work.
Some more points:
(1) The iron ball diameter will be 6 tO 8mm
(2)we can recollect these balls to reuse using an electro magnetic device
(3)these balls will be fired on road surface so no lethal harm directly on people's body.
(4)suppose if some people will try to collect these balls to escape from slipping then fire more balls so that the crowd couldn't move forward. It will work such a way that people either waste their time in collecting the balls or moving backwards.
(5)the electromagnetic system will work to recollect the balls so we can fired the balls several times.
(6)it will be a low cost, easy to use, easy to main, high effective method to control the crowd with less injury comparison than conventional crowd control weapons like rubber bullet, water jet, acoustic and others.
A very innovative design. I have done some experiments on it and it works really.

It will work very effectively and fulfilling all requirements of this challenge. I have done some experiments on it and results are as per my expectation.
