We think we have to review (as you did) about the journal before we send papers to it... Because maybe our work is really important in our field and then has the mark of being published in the journal (even when the paper is good!)...

For review, I think its okay. But from ethical point of view scientists should avoid predatory journals. Predatory journal may deteriorates the quality of research work.

If I understand your question correctly, you want to make an original paper or some sort of review based primarily on data described in papers published in predatory journals and properly cite those papers.

If your estimate is that the studies described are genuine, legit, original and performed by well-intended researchers I think I would say yes.

Things that need to be considered in this ‘yes’ are:

-In your own estimate the data are obtained according to ‘normal’ scientific standards and methods

-It is good to keep in mind that not all journals (and publishers) mentioned in Beall’s list (on which your link is based) are really predatory

-Even if it is a ‘real’ predatory journal it does not always mean that are no decent papers published in such a journal

-Real predatory journals and publishers should be ‘punished’ not researchers since often those researcher were not aware of the existence of predatory journals and their misleading practices.

So if you are willing to act carefully I see no reason why not.

Since I'm not native speaking in English, probably I did some mistake, I apologize for the annoyance.

I'm not interested in publishing my works in predatory journals. My question is focuses on our relationship with these journals. Should we collaborate as reviewers or cite the papers?

Probably you're right, especially if some of these journals not are really predatory. Now, I'm concerned about your statement regarding the confidence of the list linked in my initial message. There exist other reliable lists of predatory journals we can thrust?

I see, I understood your question good enough to understand that the paper should be published in a non-predatory and preferably indexed (small but steady impact factor for example) journal.

Which are the journals and publisher which might be listen in Beall’s list but should be removed and are there other means to check the legitimacy of a journal is a long and rather complicated matter. Some consider the DOAJ list of member journals or publishers as a sort of white list.

Things you could check are:

-Is the journal or publisher a DOAJ member

-Are they open and honest about the costs (fee or APC), no false claims about their indexing, no fake impact factor claims and so on.

-Papers having a real DOI

-The papers are searchable in Google Scholar

-Read a number of their papers and estimate the quality and possible times they are cited

Keep in mind that the list of predatory journals ‘labels’ journals and publishers as potential predatory, this by itself means already that it could be that they are not.

Personally I use the list the get a quick idea on whether I need to be careful or not. But ultimately it is your own judgement on whether you want to deal with them as (peer) reviewer, publish a paper in such journal or in collaboration with that publisher or whether you find it worthwhile citing one those papers.
