Publishing in these journals, can not only have a negative effect on an academic’s career, but it can also mean that the academic community, as well as the general public, could be duped – with any old results being printed. And if this work is then cited elsewhere, then the non-reviewed research could propagate even further, and might be accepted as fact, falsely.
Indeed, publications in fake/predatory journals are doing harm to science and society. We should exhaust all possibilities to prevent them - through policies in universities and institutions, by educating young scientists, by not participating in editorial boards of these journals, by not citing these publications, etc. However, there seems to be no legal means to take action against such journals. The Scopus is not providing authentic information about journals for indexing and website. How it is possible to remove indexed papers from the Scopus portal after 6-7 months ?
Web of science is also adding a fake website of same journal without investigation. If the state is a big Mafia or involved in dubious activities then publication is high risk for researchers/professors/students.
Ahdi Hassan : One of the solution to the authors may be search in Google Scholar at the place of Google Search - along with searching in databases of Scopus and Web of Science.
Prabhat Ranjan : Most of authors are confirmed the journals from Scopus and Web of Science. Both resources are enough for researchers. The google is not authentic as comparative to web of science and Scopus.

Scientific publishing currently undergoes exponential and rapid change in all possible forms.
When the tech-know-logical situation solidifies in some years, new standards of scientific publishing will have evolved, with respect to style, structure, referencing, citing and the logic of communication. In this sense, fake journals and bad science are 'needed' to improve and better scientific communication.
In my opinion, the key is to improve scientific communication beyond the 'publish-or-perish-mentality', which brought about too much conformity (for job reasons) and 'cognitive robotics' (serialization of thinking) in science.
