The issue of elected or appointed university leaders (eg Vice- chancellor) widely assumes critical importance in how higher education institutions are run. What are the merits and demerits of electing and/or appointing university leaders? Which one do you think is right and why?
Draw backs to both;
-people have a bias, but elections are very political and can be based on popularity
-appointments are very unilateral and not always merit driven
According to my experience, they should be appointed. When they are elected, they have to obey the persons who gave vote to them. In this case, some times, these leaders received irrational requests that they have to meet them.
Actually, the criterium should be merit in both cases.
I mean that certain people would prefer one solution because of their own inclination to gather consensus from colleagues rather than management. In both cases we could potentially have some credits to pay for...
I wonder if a mixed system would be viable: elect a small pool of candidates among which appoint the best one!
Michaele I like your idea about a mixed system. Which levels do you suggest for elections and which ones for appointment? I'll be happy to hear your opinion.
If they are elected, then they can be voted out for inappropriate reasons. Such leaders will fail to exercise good judgment.
If appointments are made on the merits then I think there will be no problem. But all these appointments are purely politically biased, so higher education institutions are not able to give the required results due to poor and biased leadership.
FOR ME APPOINTED BUT BASED ON POINTS THEY GET FROM THE CRITERIA SET FOR SUCH POSITION. BUT THERE MUST BE OBJECTIVITY IN THE EVALUATION. THAT THE EVALUATION RESULTS MUST OPEN TO THE PUBLIC. THAT ANYONE CAN SEE THE POINTS OBTAINED BY THE APPLICANTS. THAT THERE SHOULD BE NO POLITICS AT ALL.
I am against elected university leaders because it would empower them to act like dictators resulting in downfall of the university.
University leaders should be elected from a group of merited contestants.
