I am planning to apply an explanatory sequential mixed methods study in which at the first phase: I will start with distribute scales to participants by using a snowball technique. The population in my research is unknown , thus, is it better to apply survey quantitative to avoid mention to the exact population number in my research ?

You will need to justify your use of a snowball sample, which usually means saying that there is not list or other basis for identifying the sample members, so of course the number of sample members is unknown.
Dear Manal Ali , I think that choosing to apply quantitative survey should much more be related to the research objective. If you are willing to suggest an empirical explanatory model, then of course you have no choice but using a representative sample and justifying your sampling method. But as your research is of an explanatory approach, then you should not worry about the sample, it could be anyone of the target population of the survey and also, sampling method and number doesn't matter.

I don't know what you mean by " is it better to apply survey quantitative to avoid mention to the exact population number in my research?", but I think it's quite OK to use snowball sampling under some circumstances - including situations in which it might be difficult to access appropriate participants.
If you do use snowball sampling, however, I think it's very important to provide an appropriate description of who was in your final sample when you write up your research - and also indicate whether you believe that sample is satisfactory or not.
