From the best practice of Shenzhen, we know that both the guiding role of new institutional economics and urban planning are really crucial for Shenzhen's success. Over the past 40 years of reform and opening up have concretely proved

the enormous contributions of transaction cost theory, property rights theory and urban planning, relevant policy and governance. However, we are facing the fact that the SDGs are poorly promoted in the context of paradigm shift and structural transformation.
