Thats due to in ultimate moment capacity when exceeding the decompression strain there is extra force can be optained for moment capacity and since you are using all of your compression strain, extra force won't contribute in shear resistance and it is worth mentioning that this extra force can be assumed as a tension force not compression force while tension and shear are not good friends.
