I assume you're talking about XPS. If you cannot find these values  in the literature, then you may have to do your own calibrations with model compounds (just as Kai Siegbahn did...).  Indeed CeO2 may be considered a model compound for Ce4+...  I suspect that you'll have very little Ce3+ in CeO2 (it'll be all in the +4 oxidation state, IMHO) especially as it's the top 5 - 10 atomic layers you'd be seeing with ESCA/XPS.  One question, why do you think that there's Ce3+ in CeO2? Have you doped the sample in some way?

@Alan F Rawle : Yes sir, it is of XPS. By the synthesis technique that I have followed, I am getting 3+ and 4+ state of Ce. When deconvolued I obtained 8 peaks, of which 6 corresponds to 4+ state and rest two to 3+.

I have further doped with other element and found 3+ peak intensity to be enhanced. Therefore I need to obtain the exact 3+ and 4+ concentration.

To the first approximation you'd expect the sensitivity factors to be very similar for the same element (it's the atomic mass that's key)  You can run with that assumption to begin with. Otherwise you need to find a bunch of pure Ce3+ and Ce4+ compounds to evaluate to get the sensitivity factors.
