I am seeking an advisor and a place to defend my dissertation in the field of machine learning and artificial intelligence application. I already have a significant amount of material, including publications and developed machine learning tools that are successfully implemented and used in companies. I would like to defend my dissertation specifically based on these developed projects. Please share advice or recommendations regarding finding an advisor and a university that could support me in this endeavor.

As far as I know, all institutions require listening some lectures. Lithuania is nice place to defend thesis as you can do it in a form of articles, making it much easier if you are writing articles from that field. However, you still need to obtain some credits from lectures and I don't think you can avoid that. As for Machine Learning (ML), if it's just ML you might want to look at Informatics field, if it has some mathematical or physical applications you might be able to get a degree from those. I'm working on a similar dissertation myself.
