REST 2009 is running perfectly fine on my Windows 10 64bit machine.

Maybe something during the patching process went wrong. It could be that you did not use administrative rights when trying to patch in C:\Program Files..... Windows is a bit restrictive concerning the Program folders. In that case, you might want to try and copy the Rest.exe from your installation folder to any folder where you have read-write permissions and try to manually patch the file in that location.

The easiest way is to copy Rest.exe and CorFlags.exe from their respective folders to the Desktop and run the following command from a command prompt:

CorFlags.exe Rest.exe /32bit+

I was actually having the same trouble with my installation on 64bit Windows 10.

The method I used to run CorFlags.exe was slightly different than mentioned above. A photo of my command prompt in administrator mode is shown.

I dragged the folder out of the programs menu and placed it on the desktop. Also, I copied CorFlags.exe out of (in my case) --Program Files (x86)\Microsoft SDKs\Windows\v10.0A\bin\NETFX 4.7.2 tools--folder. Note that the NETFX designation number will change based on your version of the package downloaded. My download was as follows: https://developer.microsoft.com/en-us/windows/downloads/windows-10-sdk

Taking corflags out of the Programs folder seems to also remove the use restrictions in modifying the execution of Rest.
