Yes, I do. In my opinion, building a research reactor, is an important first step to develop nuclear competence and infrastructure in the country, particularly in those countries that are thinking to introduce a nuclear power program. Building a nuclear research reactor will help interest countries in the use of nuclear energy for electricity generation, to develop basic know-how for operation of nuclear power plants through platforms for training operators and regulators of nuclear power reactors.
Research reactors have the potential to create awareness of the advantages of nuclear technology for social development including the many medical applications and for electricity generation.
During the second half of the twentieth century, many countries saw research reactors as an essential step towards building their first nuclear power plants (NPPs). Times have changed; industrial experience and globalization now significantly facilitate the exchange of information and collaborative resource development. However, in certain situations and if additional applications of the research reactor are well planned, a research reactor can still be a useful step towards nuclear power
Countries with underutilized or shut down research reactors that are not managed in accordance with international standards and accepted practices may have legacy issues to overcome before they can introduce nuclear power. Dysfunctional infrastructure, institutional inertia and laws, practices, policies and protocols unsuitable for commercial nuclear power may have to be revised to match the needs of a nuclear power program. In this case, a prior research reactor program might turn out to be a burden for the nuclear energy program implementing organization, albeit one that must be addressed in any case.
The research reactor PARR-1 was critical (1965) 6-7 years before KANUPP-1, but the reactor technology is quite sophisticated. So far Pakistan has not constructed any power plant, but purchased from China. I think it is better to buy power plant, if feasible.
