As we are facing many problems in research publications like plagiarism, falsification and defrauding. As these research studies may seriously influence the quality as well as development of research.
Should there be International, national and local bodies to check such research publication and take needful steps to curb them?
To my opinion checking should be the joint task of editors and reviewers/referees of journals. But whereas being a member of an editorial board gives you some reputation in the community, simply doing a review is not adequately recognized as scientific work. It is mostly perceived as a bothersome, annoying duty. If we could find a way to improve reviews, part of the problem might be solved.
Now that Beall's list is gone, it is very hard to judge which journals are legitimate and which are predatory. But I am afraid that the kind of international panel you propose would be very subject to political influences, pressure, and maybe even intimidation ( which is why Beall eliminated his site).
In the meantime, here are questions to ask to help determine whether a journal is legitimate.
