Does anyone here know a suitable journal for psychometric articles where the process of revising, reviewing, and publishing is fast, publishing is for free, and its Q1 and IF are between 4 and 7? If you know such a journal, please introduce it to me.

Unfortunately, psychometric focused publications simply do not have the readership to yield impact factors in the range you seek...it's just too small a niche.
As well, open-source publications tend to rely on author payments up front in order to cover operating expenses (and loss of subsequent sales of articles for copyright reasons). Some do, however, offer reduced or gratis rates to authors from specific, lower-income countries.
Another good guide to a wide range of journal options is Cabells (http://cabellsdirectory.com/).

Depends what area you are doing your psychometrics in. Some in org psych meet your criteria, and Psychological Methods and Advances in Methods and Practices in Psychology, and Behavioral Research Methods comes close. Some in statistics might also be applicable, but only about 6 of those in total meet your criteria. Why do you feel impact factor is that important? Some of the spam I get tells me the predatory journals have impact factors that are really high!
Further to Daniel Wright's question about journal impact factor (JIF), note that Chris Chambers' book "The Seven Deadly Sins of Psychology" includes in Chapter 7 a section called Impact Factors and Modern-Day Astrology. You can see some of his main objections to JIFs by clicking on the very long link at the end of this post. Look for the paragraph that starts with, "Why is it a problem to assess". HTH.

Dear Daniel Wright how did you find these six journals that meet the Maedeh Ahadi criteria. I suppose that you are doing a query in some database. I would like find journals in field of statistics, epidemiology, AI, medical research , considering peer-reviewed journals, free to the author (also without APC) to publish my research.
