you proposed an interesting question. In my opinion, a reopening plan should contemplate a very slow and gradual return to normal activities. Since prevention has been demonstrated to be pivotal in order to manage COVID-19 pandemic, it will be necessary to maintain safety procedures enforcement until the vaccine coverage will be as near to 100% as possible. I know that such a precautional agenda may result a bit too rigid, but it could be the only way to protect people around the world in an efficient manner.
