How can we confirm the novel species of bacteria on the basis of results of 16S rRNA sequencing ?

16S rRNA sequencing is sufficient for approval or we have to go for some another tests as well. Then what are the another identification criteria?

what to do next or how and where to submit the strain, if bacterial species confirmed as novel ?
