Ian Kennedy Your answer is very valuable and it is very to be applicable when your staffs are excellent. So, what happen if your staff of your uni are not of the level? How could we get rid of fake teachers or professors?

The biggest issue in higher education is that academic does a terrible job of framing its role and mission. It is commonly seen ONLY as an economic engine, providing students with employable skills and geographic areas with workers. Of course, it does this, but it is a narrow vision of everything that educators do and of the benefits to students.
When public policy about education is ONLY based on the economic benefits, education is forced into a business model, which is not the most advantageous. A broad base of educators must do a much better job of framing the mission and benefits of higher education.
