Recent impact factor or the impact factor at the time of publication?

Dear fellows,

I want to ask a simple question that if a person publishes a research article in 2010 and at that time the impact factor of that journal was 4 and after sometimes it decreases up to 3 or 2 then which impact is counted for his publication? Recent impact factor or the impact factor at the time of publication?
