I think these two words are different and does not go together in same perspective.
1. Reason is very much needed for research and researchers need to develop the attitude of reasoning while doing the research. its a domain that dwells, in general, with individuals.
2. Whereas, Vision is something different. its like setting a goal (direction) for the individual or to the department or to the institute in a given amount of time period.
Vision is set based on the problems that we foresee or trying address the existing ones. Again one may say, without a reason, its difficult to set the vision.
So the bottomline is problems are basis for both the research and vision.
Both research and vision needs to address the problems that we face day to day life, if not, then its meaningless
