Im calculating heat loss from tank surface that is located inside. Assuming ambient temperature is 293K and surface temperature is around 310K. Is it ok to assume that main heat transfer form is conduction and convection and ignore the radiation heat transfer? Tank surface is matte stainless steel.

If you're talking about inner tank surface, there wouldn't be a direct radiative heat to ambient.
Also, if the tank is full of liquid (say water), would that liquid be moving or stationary? The liquid/fluid behaviour inside the tank can make a signigicant impact on whether convective heat is important here or not.

Because the external media is gas, radiation is more important, you could ignore convection in this case. Because your calculations are from the external wall temperature, surely you could ignore conduction, because even though it is extremely important, it is out of the scope of your calculations.
Remember that heat transferred by radiation scales with the difference of the fourth power of the temperatures, i.e. Tw^4-Ta^4. It means a small temperature difference can produce a significant heat exchange. Furthermore, natural convection is much less effective than forced one. Thus, I wouldn't rule out radiative heat transfer a priori. Calculate the exchanged heat by convection and by radiation and compare them. If one is less than 5% the other (1% or less for stricter requirements), you can neglect the smaller one.
