I am afraid this is going to be a growing practice just like any other internet scam. Thankfully, the University of Southern Mississippi has done a lot of investigation into questionable journals and predatory publishers. For a great tool, visit their library webpage which provides extensive advice on how to spot predatory journals, and how to perform due diligence when submitting your work for publication. They also provide links to extensively researched lists (thanks to Jeffrey Beall of U of Colorado, Denver) of known predatory journals, and more. I was so happy to stumble across this page.
