1. The requirement of "Get published" for university teacher gives incentives in order to increase affiliation level and updated literatures study effectiveness.

2. Given a very busy teaching schedule and administrative work and university teachers are required to conduct research. It is impossible to do the research. (similar question but without statement of impossibility, we have added some changes and thanks to Dr. Abdulghani Al-Hattami)

3. Job offering affiliation should cover additional expenses of the added effort (in example: through the higher payments, bonuses etc..) and experiment costs including publishing fee. ( In general it can be solved via reasonable financial tradeoffs).

4. If the university teacher has graduate students then it is necessary to publish and even he/she should get paid more for his added efforts. (In some countries adopted systems affiliation accepts the teacher publication if his student first author and he/she is second one "as a supervisor leading his/her graduate students").

5. The Basic of any subject knowledge is not related with study publication. A good teacher is good from his soul. People (teachers) are different and the incentives will not work to let them to do so, it should be in their hearts.
