Number of publications are important or Quality of the publications in higher scientific merit journals are important for the researchers?
or both should be taken in consideration?

Of course quality of a paper is important, but sometimes quantity is also required by a researcher to go to the higher rank/promotion.
My groundma taught me to always treat people the way I would like to be treated. And it surely helps in my daily activities.

but sometimes..number of publications also becomes important...that too when you have spent long years in research.
I agree with Vishnu Sir. Both quality and quantity should be considered important. However, quality should never be compromised due to quantity by the researchers.

I think, the most important thing for a researcher is to publish what the researcher is convinced that is important to be shared with others . If the idea is original, that is quality as long as it follows the required scientific procedure.
