There are no specific criteria for an educator to assess the quality, but during a faculty meeting or PD, educators will share their experience of using some apps or online programs, like how collecting data, analyzing the content that students need to improve, differentiating the assessment based on students level.

The quality of an application in my country is assessed in the way the teaching and learning resources are organized in a website. For example, Google Classroom is a simple website for teachers, their HoDs and other collaborators assess what they have planned in the Semester Lecturer plans and whether these plans were actually executed/implemented. This is done at the end of each semester after all assessment and reporting are done.
In the US, each state controls education. While I'm not familiar with quality regulations by a state actor, there is a tangential issue which is controlled and might be of interest: student privacy requirements to evaluate an app.
