An earthquake forecast is usually made using data from a set of precursors, since the reliability of the forecast must be 100%. A mistake is very expensive.
Therefore, the "riddle" I asked here is an approximate answer. I started the theory of forecasting based on the Heralds, but did not finish it, because I need data from aerial photography or from space.
