Now a days journals like Data in Brief, Genome Announcements and Genomics Data publish short manuscripts or brief data about genomics or metagenomics work. Role of such journals is to inform readers about availability of new genome so that others can reuse for analysis. If I publish a paper of NGS data in brief in such a journals and in another journal I publish a full length research paper with the same data but discuss the findings in details. Will it be counted as plagiarism? Is it ethical?
In my personal opinion, it is a plagiarism issue.

Editorial boards around the world have responsibilities like don't publish papers that (even been writing in different kind of papers or presentation and with same authors, titles, e.g.) treat the same theme and shows same data and results.
Could be some Journals that don't have this in account, but majority of them will be agree refusing a paper that show same results and treat same theme but only is write it and shows in different kind of papers.

I appreciate your opinion and I also agree that publishing in two different journals with the same dataset is not ethical. But what if approach behind analyzing the data is totally different? Like if someone analyze the NGS data with two different tools and published them in different journals.
Will it be still consider as of same theme?

Je ne pense pas que la copie partielle de ses propres productions puissent être considérées comme du plagiat. Mais un texte intégral, oui. En tout cas, c'est tout à fait discutable d'un point de vue éthique.
Mais si les mêmes données sont analysées avec des points de vue ou des cadres théoriques différents, cela peut au contraire être considéré comme enrichissant pour la collectivité.

if you use the same dataset but different techniques and publish them i think it is not a problem , otherwise it is not ethical , you can modify a little on the second journal
Dear Shriram Patel, if you are giving the credits to the authors (even to yourself) and the journals which publish it, you are not plagiarizing. However, it is a very efficient technique that you write a letter to the editors, of the second journal, clearly stating your intentions. They will immediately answer back accepting or rejecting the new collaboration!
