Hi, I'm a proofreader and I don't know of any flawless tool, although there may be one I'm not aware of. I find New Hart's Rules by Oxford University Press invaluable, but I think putting your manuscript to an online freelancer is the best thing. Linkedin and the Society for Editors and Proofreaders have lists of qualified people.
