We all know that the impact factor is problematic, but many of us still use the impact factor to guide us where we should submit our work.

The San Francisco Declaration on Research Assessment published in 2013 advises that we should no longer use "journal-based metrics, such as journal impact factors, as a surrogate measure of the quality of individual research articles, to assess an individual scientist’s contributions, or in hiring, promotion or funding decisions." (See attachment). I'd like to build a list of documents we can use to fight some in the upper echelons of our universities who continue to use impact factors for these reasons (and their are many). EDIT FEBRUARY 12, 2013: I am also interested in examples of where IF is still used in areas that the San Francisco Declaration has advised against.
