Preparation of Titanium oxide coating material?

I am preparing titanium oxide from titanium isopropoxide. During preparation I found white colored powder. I prepared coating material sample using isopropanol, but i did not get transparent gel instead i got some whitish solution. Can anyone help me to make coating gel of TiO2 from TiO2 powder. Images are here for your reference.
