Hi,
I see very high P and S also that can be one reason of low YS. The (relatively) low silicon should be related to poor deoxidation. Have you checked the presence of low melting point poisoning elements that can further depress YS ? in particular Pb, Sn, Sb, Bi? A few hundreds of ppm should be enough to justify your performances.
