One of the polymer i.e polyacrylic acid works best in quasi emulsion meaning interfacial activity is not involved in stabilizing. If there are no finance issues you may try it out. HPMC (hydroxypropyl methylcellulose) is one other highly biodegradable polymer which can give you desired results.
