Policy Making is difficult everywhere. Especially in BRICS, since they are developing countries. Even more in Brazil, that is a country known by corrupt politicians and dishonesty spread by part of the society.

But now that everybody knows, Is 'B' doing what it should be after all the corruption discovered? Are the institutions really 'WORKING PERFECTLY" as the dirigents say? Are they doing what they should? It´s not what it seems!
