I would like to ask you all that despite of Ph.D. being the highest degree in India, why is it that the Ph.Ds are still facing the challenges of unemployment.....They are still applying for low cadre jobs like clerical jobs, peons etc. Do you think it to be a fault of the educational hierarchy or lack of resources or just the fault of the present system?? What is it??? What are your views, do share....
In my view, quality of PhD and publication matters a lot. Achieving a PhD degree is not enough and you should have quality publication to get a job. Why I am telling this is because, India is a populated country and competition rate is high for the same post. Its better to publish a quality paper rather than having just a PhD degree with bunch of low impact papers.

Educators should seriously think about betterment of their students. Achieving a PhD degree is not easy and fare in INDIA. There are lots of complaints against it.

Agreed with the previous two comments. Any high populace country has the potential disadvantage of the 'perceived' quality of the PhD and University, in terms of international recognition, and the highly competitive nature of publishing - especially if English is not your native language. High quality impact publications are more likely, for many, to enhance their employment potential than the PhD alone.

There are a few things to consider. The first, however, is the simplest. In India, as with more developed countries, the capacity to produce people with PhDs is higher than the ability to give the the jobs they "deserve". Imagine that I, as a professor, train 1 Phd student per year. When I retire, 1, at most, of these 30 odd students will take my job. Not every professor produces so many PhDs, but some, because of the economics of research based institutes, produce more per year.
In Canada, where I live, between 5 and 10% of PhD students will have academic jobs. This reflects the supply and demand. You will hear a lot about the quality of programs and the networks of advisors in who gets jobs, but there should be no doubt that many very good students will not find an academic placement.
One of the things about the Indian system is that there has been a substantial period of growth in higher education. This has tended to absorb the excess PhD population over time. However, even moderate growth from this point on will not change the placement rate very much.
The last thing to consider is, why do you identify PhD degrees with job prospects? Anyone smart enough to earn a PhD should be able to analyze the society they live in and see the problems engendered when the PhD is seen as a marker of status and marketability.

Utilization of the most precious human resource is the most important and should be given highest priority by policy maker and government. Creation of job, engagement of right people at right place should be an agenda of job givers whether it is private sector or government sector. Unfortunately India is suffering with peculiar problem of caste based discrimination which keeps majority of people (Indigenous majority) at margin irrespective of their talent. On the other hand, in policy maker bodies, the oppressors are sitting and making policies in their favor.
