I think that the matter is still difficult even in theory, based on the differences that exist on the definition of terrorism, and how an action can be considered terrorism, and here another problem arises related to the difficulty of distinguishing between terrorism and resistance, for example.
As for what is related to combating terrorism, I believe that most of the existing strategies deal with the results of the phenomenon and not address its real causes.
Despite of Iraqi government’s counter terrorism strategy is becoming more batter effective in combating transnational terrorism in terms of the strategy’s ends and ways,
but the proplem in applying the appropriate means in reducing the conditions that make Iraq an easy target for terrorist acts.
