I suggest you go for a PhD rather than an MSc because you already have one and have published a couple of papers . At the very least aim for an MPhil with the plan to work towards a PhD.
Europe: Top schools in UK, Netherlands, Germany and Sweden - one per country
USA: Take a pick among the top 25 to 50. Apply for at least 10 schools. I would strongly recommend OSU, Columbus; Texas A&M, Georgia Tech, Ann Arbor, etc.
Canada: U of Toronto, McGill, Waterloo, U of BC, Alberta, Queens, U of Calgary, McMaster, etc. are good.
