Please, at least identify the habitat type, and location of this plant. Unfortunately, the inflorescence, and flower details are not clearly seen. I may just suggest Senecio, or related Asteraceae species, but without much assurance.
please, take a clearer picture of the herbarium if you've collected the specimen, and identify the habitat type (woodland/wetland/desert/river bank/other floodlpain part, i.e.bar, etc.)
I also can add that the plant is damaged by some kind of endoparasite, such as Xylella, or some kind of vascular mycosis, for example, and, thus, the plant morphology is likely have been changed from normal.
