The optimal % depend very much on the properties of the mixture. parameters such as the cellulose particle size, fiber length, compounding time and temperature, humidity, modification of functional group, percent and type of plasticizer if used and percent and type of compatibilizer/coupling agent if used. Also, the type of mechanical test you are after, the elastic modulus and yield stress might have a direct positive relation with % of cellulose but break stress, elongation at yield and break might be compromised.
In addition to the above, you also need to take into account any possible orientation of your cellulose fibers/fibrils/crystals, and the inter-facial adhesion between the components (modifications see above if such have been made) on initially 'pure' cellulose.
