A viable and practicable alternative is to make the peer review transparent. I publish the comments received on my papers public on the comments section of preprints (see the comments section of this link as an example: https://www.biorxiv.org/content/10.1101/553016v1) as well as on my blog ( https://milindwatve.home.blog/2019/06/04/scientific-publishing-can-a-small-man-like-me-revolutionize-the-field/ ). If a critical mass of authors (which doesn't have to be too large) start publishing the comments they receive, the peer reviews will soon become more response.
