In an ongoing discussion the percentage of people identified with Diabetes II (as one of several ambulatory care sensitive conditions -ACSC's) which are hospitalized with a diagnosis of Diabetes or a complikation of DM II is seen as an quality indicator for the healthcare of a region.

Is there experience or evidence for such an indicator elswhere?
