You can use entirely different instruments. For instance, focus groups or interviews also provide great help.
Surveys can have multiple choice questions, ranking, open ended questions and so much more. Likert scale advantage is that easy to process, analyze, but it is not always the best. Also, people are different, some of them easier to engage in other ways.
I assume, your goal is to collect and understand the most opinions possible. I suggest to clarify your goal and expected outcome, then the survey instrument, then the questionnaire. I am happy to assist.
