Definitely number concord across phrases in English is an area that is still sophisticated. Meaning as well as the structure of the very phrase can demonstrate a highly different variation. For example in plurals it is difficult to determine concord unless background knowledge is given. Hence the sentence "windows is broken" if heard at first will be deemed ungrammatical however it might mean that the speaker refers to the Windows as a PC software and not the window as a part of a building. Very important topic you have chosen. In fact, Many of the non native English speakers do face the problem of concord(Subject Verb Agreement) Hence, it is always important to see the background sentence too to decide the verb whether it should be singular or plural. Sometimes Some of the nouns carry both singular and plural verb such as 'Youth'. If youth is being used collectively, do not add the s. Example: The youth of today watch less TV but spend more time on the computer. When youth is used as a collective noun, you may follow it with either a singular or plural verb. So it depends on the context also. Hope this example helps you to some extent.
