Nucleophilic substitution between (amine, thiol) and chlorine?

I'm trying to react keratin with chlorine and it is sure that it will undergo nucleophilic substitution. But not sure at what pH, keratin will undergo nucleophilic substitution. Can I perform this reaction at pH 9?

With a chlorinated hydrocarbon you mean. pH 9 is fine (8 to 10 is OK), using NaOH.
