This Month and September all superpower countries agreed to use the nuclear threat to protect their own lands -but must dangerous is that India and Pakistan and North Korea did not give any signal so means they could be the 1st one to use it.
North Korea and Pakistan are closest to deploying nuclear weapons. Islamabad could be the first to resort to deploying of nuclear weapons in the event of war with India. Islamic fundamentalists could seize nuclear weapons in Pakistan. North Korea could move very quickly to deploy nuclear weapons in the event of war.
First issue is that if someone say or not say, it will use them, does not mean it will use them or not.
Second issue is that the term "to protect" is often interpreted quite broadly and basically all modern wars of aggression were waged under rhetoric of protection.
