We all know that the submission of a paper to different journals is not allowed simultaneously. But what if you don't get a review after 6 months, sometimes more than a year. The authors should be given the liberty to submit a paper in another journal if it is not reviewed within 4 months (may be 6 month also). Although many authors do it unofficially, but it is not suggested as being caught the authors have to face hard consequence. This is more important for the new researchers. I request  to all researchers to come up with this issue.
