Neutrino-neutrino scattering is not considered for neutrino oscillation in vacuum. Neutrino scattering with e, p, n in matters is considered for neutrino oscillation in matters (e.g. in sun, in earth). Neutrinos are subject to weak interactions only. Being electrically neutral they are not subject to em interaction. They are not subject to strong interaction. They have scattering with leptons via W or Z exchange. In QED we have photon-photon scattering. We know that polarizable neutral systems having electric and magnetic susceptibilities may have interactions. Can neutrino massive states be a potential candidate?
