if for the selected district if any previous study is available, then, you can simply take their goalposts for your purpose. However, if there is no previous study, you can have national goalpost of your country as district's goal post. The other option is just have a look of different indicators value for different districts for a given number of years, just minimum observed value and maximum observed value. Subtract/add a constant number from these observed value to obtain feasible goalposts for your purpose. If you want further clarification, mail me.
