if you are not limited to any particular area how about a comparison between China's economic expansion across Asia (and beyond) with similar attempts?

Attempts I can think of are the Japanese "Greater East Asia Co-Prosperity Sphere", the establishing of "OPEC", or the "British East India Company".

Of course a wie topic that you need to limit on a particular item and approach.

For my masters I had a general topic in mind then chose my advisor due to his niche near my topic.  Have a look at the work of the people in your department and that will help you narrow your path toward a topic that not only interests you but is also something that someone can help you with.

You might be interested in using an emerging approach to analyzing policy theories (aka policy models) called Integrative Propositional Analysis (IPA). IPA has been the topic of numerous papers, at least one doctoral dissertation, and a Fulbright Specialist project. Briefly, we can use IPA to predict the success of policies based on the internal structure of the policy model. This opens the door to some very rapid and interesting comparisons - and importantly, the ability to create better policy that is more likely to reach its stated goals. A couple of examples attached.

I agree with the opinion and proposed documents of Steven Wallis, which seem to me of vital importance so that with evidence and relevant information, can be located in the field of Public Management Research and Generation of related Public Policies, by the following:

• I agree with his proposal to approach the Comparative Analysis of Policy Models, through the Propositional Integrative Analysis (PIA)
• There is a type of inquiry looking for evidences, conceptual models and theoretical models related to the birth or creation of policies, denominated Elemental Investigation
• In Medicine, the generation of health policies usually rely on the results of a systematic evaluation of the Health Care Model implemented by the Health Institutions of my country, in addition to the results of the Elemental Research, which mainly feeds on the Result of several investigations in the Health Care System and Subsystems. I have made some proposals myself
• I agree that Science 1 being too linear and unsystematic would not be the right approach for policy making at the present time. Science 2 would be more useful. Moreover, with the help of Nonlinear Logic and Complexity Sciences, they become the best way to approach the task.
• Also advanced computing, such as Artificial Intelligence based computing, is very useful, particularly the new tools that allow to explore large databases and knowledge (Data Mining and Opinions Mining), whose results, both numerical information, Statistics and data in general; Such as the relationship, complexity and trend of theoretical and conceptual systems, would give panoramic information already systematized in matrix tables, graphs in 2 and 3 dimensions and macro trends. All this, together, would guide to better base the Creation of Public Policies.

• Concuerdo en que la Ciencia 1 por ser demasiado lineal y poco sistemática no sería el enfoque adecuado para elaborar políticas en el momento actual. La Ciencia 2 tendría mayor utilidad. Aún más, con el auxilio de la Lógica no Lineal y las Ciencias de la Complejidad, devienen en la mejor forma de abordar la tarea.
• También la Informática avanzada, como la computación basada en la Inteligencia Artificial, es de gran utilidad, particularmente las nuevas herramientas que permiten explorar grandes bases de datos y conocimientos (Minería de Datos y Minería de Opiniones), cuyos resultados, tanto de información numérica, estadística y datos en general; como la relación, complejidad y tendencia de Sistemas Teóricos y Conceptuales, darían información panorámica ya sistematizada en tablas tipo matriz, gráficas en 2 y 3 dimensiones y tendencias macro.  @ Josh thank you so much for the contribution. You add well to Seven's suggestion and I think this is really a good proposal to set forward especially in the developing country looking at public policy and the current state and how it can assist in the current system. I will encounter perhaps lack of supervision with the newer approaches to research and analysis models but i'm sure thorough research will develop a nice proposal if I ought to use these approaches. The data mining and opinion mining would definitely be very useful in the new cyber world and current techno-advanced state.

@Steven I really appreciate your contribution and you should know that it really inspired me. I read the documents that you attached and It is very complex and difficult to grasp at first and I did some minor research and found that this is really a type of "green field" cutting edge methodology and approach as you state. I am very Interested in this new dimension that you and @Jose opened up to me. I downloaded more papers and literature to engage for my understanding. 

I would be honoured to be mentored and assisted by the likes of you with this new method as my supervisor is a specialist in comparative studies I think between you him and other support and literature I will deliver work that would really assist the society and national policy as such.
