I did my implementation in python and represented my result score result of answers of the questions.I represented graph for all the evaluation parameters and confusion matrix,why i am not able to publish my paper in good journal.Does i need to extend my algo with svm+pso i should have to add any other techniue also if it is how i can add and extend my work.i was try to work on learning to rank dataset also but i was not able to open that dataset.
Dear Shewata, it could be disheartening when you feel you have done your best and your work turned down. I will point out something I feel might be of help.
You might do a very complicated work, but if the work lacks originality, it will be rejected. On the other hand, if you do a seemingly basic work and introduce a new dimension to the work, it will be accepted.
It could also be beneficial to know the requirements of the journal you wish to publish in see @ Sumit Das
The key here is creativity and originality. Pick up the work and see how to introduce a new dimension to it.
Finally, when your work is rejected, try another and another. Persistence pays.

Novelty is one key criterial when judging a paper is good or not. It seems the algorithm you proposed in your paper is not new, SVP has beed wildely used in many research areas. You need to proposed something new even it is just a one small step forward in your research area. Merely using exist methods to solve problem (even it is a new problem) is very hard to get your peper published in good journal.
