1. I have conducted an EFA. In one of my factor and item did not load. Can i keep it since its backed by its theory?

2. I am creating an instrument, is it possible to run EFA for pilot study, not deleting any items although have few crossloadings and poor loading then carry out CFA using the actual data?

How large is your pilot sample? I'd recommend a respondent to item ratio of at least 5 to 1?

Assuming you met that standard, you should consider the possibility that your theory is incorrect.
